"Abuse allegation leads to international fugitive living in Modesto"

Hi Gang:
The short news report that I am providing you with this commentary appeared on March 5th on the website of Television Station KXTV, the local ABC News affiliated station in California.  It was brought to my attention by a good friend who is also a member of NAFBPO (National Association of Former Border Patrol Officers).
This news report addresses the arrest of an illegal alien who was arrested in Modesto, California and is significant because the story about the individual who was arrested illustrates many of the points I have been making about how transnational criminals easily game the various government agencies to their advantage and to our peril.
The report explains how an elementary school student, a young girl, complained to school personnel how she feared going home because she claimed her father had been molesting her.  Apparently the school officials took this report seriously and contacted local law enforcement who brought the girl’s father to the school.  Purportedly he started out cooperating with the officials and then his past reportedly caught up with him!
He provided the school officials with the name he was most recently using, but things quickly headed “south” for him as the passage from the news report explains:

Detectives brought in the girl’s father, a man by the name of Caesar Murillo-Guizar, for questioning. Murillo-Guizar cooperated with detectives, but when they ran his fingerprints, detectives discovered Murillo-Guizar was not who he said he was.

“He had been in our fingerprint identification system, but he had a different name than what he told detectives,” said Raj Singh, with the Stanislaus County Sheriff’s Dept.

It turns out Murillo-Guizar is really Juan Lopez, Singh said. He was arrested in Santa Clara back in 2003 for a methamphetamine manufacturing charge. Before his court appearance, Lopez fled the country.

This illustrates an advantage that criminal aliens have over their United States citizen counterparts- as I have frequently noted, transnational criminals can almost invariably flee from the United States to evade law enforcement.  The subject of this news report demonstrated more chutzpah than the average crook- he returned to the United States under a new identity and used that new identity to rip off the welfare system as noted below! 
The use of false names is a common tactic used by individuals who are attempting to conceal all sorts of issues ranging from fugitives from justice to individuals who engage in criminal or terrorist activities.  As I have noted on other occasions, one of the ways you can tell a “good guy” from a “bad guy” is that when the good guy wakes up in the morning, he goes through his stuff to figure out what he wants to wear- the bad guy wakes up and goes through he stuff to figure out who he wants to be!  Bad guys use changes of identity the way that a chameleon uses changes in coloration, in order to hide in plain sight- often among his (her) intended victims!
Had the local sheriff not been willing to contact ICE, the likelihood is that his true background might never have been fully discovered.  The cooperation of law enforcement agencies can have a synergistic effect where the sum is greater than the individual parts of the system.  This is why it is so critically important for local law enforcement to work in close cooperation with ICE (Immigration and Customs Enforcement)!
He and his family lived in Mexico for a year, but then returned to Modesto as Murillo-Guizar.

“He also managed to get a fake social security number and was defrauding the state by collecting welfare,” said Singh.

Sheriff’s detectives are now working with both immigration and welfare agencies to determine how Lopez managed to manipulate the state system.

Time and again those who oppose the enforcement of our nation’s immigration laws cite their concerns about profiling and about the creation of a “climate of fear” as former Speaker of the House Nancy Pelosi was known to often invoke as a justification for running interference against any efforts to enforce our nation’s immigration laws.  
Here are my simple questions for Ms Pelosi and others who agree with her absurd arguments: 
“What about the ‘climate of fear’ that was allegedly created for this bum’s daughter and possibly his other children?”  
“What about the ‘climate of fear’ that may have been done to other children by this alleged pedophile?”
“What about the climate of fear and damage that was likely done by this alleged drug trafficker by his drug trafficking activities?”
Advocates for open borders and amnesty programs under various guises such as the “DREAM Act” and “Comprehensive Immigration Reform” like to claim that those of us who seek to secure our borders against the entry of aliens whose presence in our country would be harmful to our nation and to those who live in our country are being “anti-immigrant.”
In point of fact, my concern is to protect our nation and all who live within our borders.  This is why I like to make it clear that the difference between an immigrant and an illegal aliens is comparable to the difference between a houseguest and burglar!
I suspect that you will not be hearing from any of the “usual suspects” who claim to be “pro-immigrant” to seek justice against this thug.  Their agenda of not just leaving the doors open but taking the doors off their hinges imperils our nation and all who live in our country.  
This fugitive managed to game the welfare system of his bankrupt state (California) even as he was being sought under his alternative identity in conjunction with narcotics-related crimes when he failed to appear for a court date!  While the news report indicates that he is known by two different names, it is still entirely possible that neither name is his lawful name.  It is entirely possible that his true name that he was given by his parents when he was born, is still unknown to our law enforcement authorities.
The streets of his community are arguably a bit safer now that he is in custody- but I can assure you that there are many thousands more transnational criminals who are “out there” imperiling the folks in the communities where they live and/or ply their criminal “trades!”
 The crimes committed by these transnational criminals impact the citizens of our nation and impact the immigrant communities.  People are being killed or terribly injured.  Narcotics are being sold in virtually every neighborhood and all too often, the customers are young people whose lives are irrevocably damaged and destroyed.
Our government has an absolute obligation to secure its borders and protect its citizens and, indeed, all who live within our borders, from the violence being perpetrated daily by transnational gang members and assorted criminals.
Our nation’s long standing failures to secure our borders and create an immigration system that has integrity our  threatens our nation’s security and leave our citizens exposed to serious threats.  
This must stop!  
Nothing less than the survival of our nation and our citizens hang in the balance!
A country without secure borders can no more stand than can a house without walls!

I

our country is to survive and if our children and their children are to get their share of the “American Dream” the citizens of this nation must take their citizenship seriously!

We the People must be the best citizens we can be, citizens who are worthy of the gallantry demonstrated by our valiant men and women in the military, law enforcement and firefighters, who routinely go in harm’s way in defense of this nation and our citizens.  
My goal in writing this and other commentaries is to point out our nations many failings before more victims pay the ultimate price for the incompetence and ineptitude of our government.
The first step in problem-solving is to first identify the problems and vulnerabilities and then devise strategies to overcome them.
If you find yourself to be in agreement with this commentary, I ask that you forward it to as many of your friends and family members as possible and encourage them to do the same.  We need to create a “Bucket Brigade of Truth!”

The practice of good citizenship does not end in the voting booth, it only begins there.

The large scale apathy demonstrated by citizens of this nation has emboldened elected representatives to all but ignore the needs of the average American citizen in a quest for massive campaign funds and the promises of votes to be ostensibly delivered by special interest groups. There is much that we cannot do but there is one thing that We the People absolutely must do- we must stop sitting on the sidelines!


The collective failure of We the People to get involved in make our concerns known to our politicians have nearly made the concerns of the great majority of the citizens of this nation all but irrelevant to the politicians.  I implore you to resolve this year to get involved!
I believe our nation’s is greatly benefited by the rich diversity of our people which is why I could never imagine living anywhere except New York City, arguably the most diverse city in our nation if not, in fact, the world.  However, my idea of diversity most certainly does not include members of MS-13, the Mexican drug cartels or members of other transnational gangs or members of al-Qaeda!

If this situation concerns you or especially if it angers you, I ask you to call your Senators and Congressional “Representative. This is not only your right- it is your obligation! 

All I ask is that you make it clear to our politicians that we are not as dumb as they hope we are!

We live in a perilous world and in a perilous era. The survival of our nation and the lives of our citizens hang in the balance.

This is neither a Conservative issue, nor is it a Liberal issue- simply stated, this is most certainly an AMERICAN issue!

You are either part of the solution or you are a part of the problem!

Democracy is not a spectator sport!

MODESTO, CA – A child molestation accusation
in Modesto led to the discovery of a wanted drug fugitive, Stanislaus
County Sheriff’s detectives said.

On Friday, Sheriff’s deputies were called to Bret Harte Elementary
School for a report of child abuse, detectives said. Deputies said that a
child told a staff member her father had been molesting her for years
and she feared going home.

Detectives brought in the girl’s father, a man by the name of Caesar
Murillo-Guizar, for questioning. Murillo-Guizar cooperated with
detectives, but when they ran his fingerprints, detectives discovered
Murillo-Guizar was not who he said he was.

“He had been in our fingerprint identification system, but he had a
different name than what he told detectives,” said Raj Singh, with the
Stanislaus County Sheriff’s Dept.

It turns out Murillo-Guizar is really Juan Lopez, Singh said. He was

He and his family lived in Mexico for a year, but then returned to Modesto as Murillo-Guizar.

“He also managed to get a fake social security number and was defrauding the state by collecting welfare,” said Singh.

Sheriff’s detectives are now working with both immigration and
welfare agencies to determine how Lopez managed to manipulate the state
system.

Detectives are also investigating Lopez’s relationship with two other young daughters.

Lopez is charged with two counts of child molestation. He is being held without bail
